The hopes and fears expressed in the debate on human enhancement are not always based on a realistic assessment of the expected possibilities. Discussions about extreme scenarios may at times obscure the ethical and policy issues that are relevant today. This paper aims to contribute to an adequate and ethically sound societal response to actual current developments. After a brief outline of the ethical debate concerning neuro-enhancement, it describes the current state of the art in psychopharmacological science and current uses (...) of psychopharmacological enhancement, as well as the prospects for the near future. It then identifies ethical issues regarding psychopharmacological enhancements that require attention from policymakers, both on the professional and on the governmental level. These concern enhancement research, the gradual expansion of medical categories, off-label prescription and responsibility of doctors, and accessibility of enhancers on the Internet. It is concluded that further discussion on the advantages and drawbacks of enhancers on a collective social level is still needed. (shrink)

L' auteur distingue entre la philosophie comme attitude mentale et la philosophie comme science. La philosophie dans la première acception regarde, plus ou moins, tous les hommes. La philosophie scientifique est la pensée qui scrute méthodiquement le sens de l' Univers. Le mot "philosophie" indique une attitude mentale, mais ce mot n' est pas un nom qui pourrait désigner la science qu' est la philosophie. Jusqu' ici cette science, n' a pas de nom caractéristique. Car ce nom devrait indiquer le (...) sujet de cette science, comme le font p.e. géologie, anthropologie, psychologie. Une simple analogie logique nous incite à appeler la philosophie scientifique du nom de pantologie. Ce nom la défendrait peut-être contre le dilettantisme verbeux et les rêveries nébuleuses qui ne manquent pas dans la philosophie pour autant qu'elle est et qu'elle doit être l' affaire de tout être humain. We study a propositional bimodal logic consisting of two S4 modalities £ and [a], together with the interaction axiom scheme a £ϕ → £ aϕ. In the intended semantics, the plain £ is given the McKinsey-Tarski interpretation as the interior operator of a topology, while the labelled [a] is given the standard Kripke semantics using a reflexive and transitive binary relation a. The interaction axiom expresses the property that the Ra relation is lower semi-continuous with respect to the topology. The (...) class of topological Kripke frames characterised by the logic includes all frames over Euclidean space where Ra is the positive flow relation of a differential equation. We establish the completeness of the axiomatisation with respect to the intended class of topological Kripke frames, and investigate tableau calculi for the logic, although tableau completeness and decidability are still open questions. Se presentan los conceptos básicos de muestreo secuencial en sus cinco modalidades,incluyendo muestreo secuencial de tipo estándar, usando solo una densidad crítica, por una precisiónfija, por medio de presencia-ausencia y finalmente de tipo temporal. Se notan un ejemplo real para cadacaso. Se nota y se explica la importancia de la distribución de los datos y los pertinentes ecuaciones. Sepresentan a través de ejemplos reales las ecuaciones para estimar el tamaño óptimo de la muestra paracada uno de las cinco modalidades (...) del muestreo secuencial. L'auteur distingue entre la vérité constatante et la vérité vécue. Ces deux vérités sont qualitativement distinctes, et elles sont des ennemies archanées, dès qu'elles se trouvent en présence l'une de l'autre. De nos jours elles se combattent sous les noms de rationalisme et antirationalisme. Pourtant elles peuvent sans aucun compromis se transformer en une synthèse. Et cette synthèse se réalise lorsque la vérité constatante aboutit à sa suprême subtilité: l'observation introspective d'idées à tendance universelle (cette observation s'exprime en définitions exactes) (...) et l'introspection du mouvement de ces idées (qui s'exprime en logique exacte). Cette ultime introspection est la tâche de la philosophie. Le sens véritable de la philosophie est donc d'invoquer logiquement l'intuition postlogique. Cette intuition succède nécessairement à la pure logique philosophique et révèle aussi la valeur universelle des idées logiques par une rétrospection clarifiaǹte. (shrink)

Continued concern for animal welfare may be alleviated when welfare would be monitored on farms. Monitoring can be characterized as an information system where various stakeholders periodically exchange relevant information. Stakeholders include producers, consumers, retailers, the government, scientists, and others. Valuating animal welfare in the animal-product market chain is regarded as a key challenge to further improve the welfare of farm animals and information on the welfare of animals must, therefore, be assessed objectively, for instance, through monitoring. Interviews with Dutch (...) stakeholder representatives were conducted to identify their perceptions about the monitoring of animal welfare. Stakeholder perceptions were characterized in relation to the specific perspectives of each stakeholder. While producers tend to perceive welfare from a production point of view, consumers will use visual images derived from traditional farming and from the animals’ natural environments. Scientists’ perceptions of animal welfare are affected by the need to measure welfare with quantifiable parameters. Retailers and governments (policy makers) have views of welfare that are derived from their relationships with producers, consumers, non-governmental organizations (NGOs), and scientists. All interviewed stakeholder representatives stated that animal welfare is important. They varied in the extent to which they weighted economic considerations relative to concern for the animals’ welfare. Many stakeholders emphasized the importance of communication in making a monitoring system work. Overall, the perspectives for the development of a sustainable monitoring system that substantially improves farm animal welfare were assessed as being poor in the short term. However, a reliable system could be initiated under certain conditions, such as integrated chains and with influential and motivated stakeholders. A scheme is described with attention points for the development of sustainable monitoring systems for farm animal welfare in the long term. (shrink)

McNeilly presents an interesting if not altogether convincing analysis of Hobbes' Leviathan. He argues in introductory chapters that the different accounts of human nature given in The Elements of Law, De Corpore, and Leviathan reveal a development parallel to the development in the Hobbesian notion of science. More particularly, he claims that the theory of science presented in Leviathan is a conventionalist one, taking mathematics as its model. This is in contrast to the self-evidence theory of mathematics and the hypothetico-deductive (...) theory of physics found in De Corpore and it is like the conventionalism of Elements. Using the conventionalist model, Hobbes presents in Leviathan, a science of man which is a formal system of moral and political propositions definitionally true and not "purporting to state truths about human nature." The system of propositions remains true whatever the actual nature of human motivation. Applying his thesis to the various parts of the Leviathan, McNeilly finds Hobbes presenting there a generalized theory of the passions from which the egoism of the earlier works cannot be logically deduced, but is merely a "cautious empirical generalization added to the latter," and not necessary to it. He then shows that notions like power, glory, and felicity of the ethics, and the state of nature, natural law, and obligation of the politics, are reformulated in Leviathan as strictly formal concepts and are logically deduced from the theory of the passions. Material concepts, such as self-preservation, are seen to be expressions of Hobbes' private views and not essential to the system. McNeilly's analyses are lucid and perceptive throughout with the exception of his discussion of the nature of science. Here he imposes upon the writings of Hobbes the contemporary meanings and distinctions instead of working within the tradition of the seventeenth century where the distinctions have not yet been made. Background: Dementia care at home often involves decisions in which the caregiver must weigh safety concerns with respect for autonomy. These dilemmas can lead to situations where caregivers provide care against the will of persons living with dementia, referred to as involuntary treatment. To prevent this, insight is needed into how family caregivers of persons living with dementia deal with care situations that can lead to involuntary treatment. Objective: To identify and describe family caregivers’ experiences regarding care decisions for situations (...) that can lead to involuntary treatment use in persons living with dementia at home. Research design: A qualitative descriptive interview design. Data were analysed using the Qualitative Analysis Guide of Leuven. Participants and research context: A total of 10 family caregivers providing care for 13 persons living with dementia participated in in-depth semi-structured interviews. Participants were recruited by registered nurses via purposive sampling. Ethical consideration: The study protocol was approved by the Ethics Committee of the University Hospitals Leuven and the Medical Ethical Test Committee Zuyderland. Findings: Family caregivers experience the decision-making process concerning care dilemmas that can lead to involuntary treatment as complicated, stressful and exhausting. Although they consider safety and autonomy as important values, they struggle with finding the right balance between them. Due to the progressive and unpredictable nature of dementia, they are constantly seeking solutions while they adapt to new situations. Family caregivers feel responsible and experience social pressure for the safety of persons living with dementia. They may be blamed if something adverse happens to the persons living with dementia, which increases an already stressful situation. Their experience is influenced by characteristics of the care triad (persons living with dementia, professional and family caregivers) such as practical and emotional support, knowledge, and previous experiences. Discussion and conclusion: To prevent involuntary treatment, professionals need to proactively inform family caregivers, and they need to support each other in dealing with complex care situations.
